Rural Health Advisory provides practical, evidence-based advisory services, consulting, technical assistance, training, and digital resources for rural health organizations. Rural Health Clinic compliance is the core specialty. Beyond that, support extends across operations, operational efficiency, workflow, strategic planning, evaluation, workforce, health IT, website user experience auditing, training, and leadership.

I work with Rural Health Clinics, rural hospitals, Critical Access Hospitals, rural health networks, State Offices of Rural Health, Rural Health Associations, Hospital Associations, Accountable Care Organizations, value-based care organizations, State Medicaid Offices, federal and state government entities, and rural health transformation programs.
What is your core specialty?

Beyond RHC compliance, I support rural health organizations more broadly across operations, operational efficiency, workflow, strategic planning, evaluation, workforce, technology, website user experience auditing, policy and procedure support, emergency preparedness support, accreditation readiness support, documentation review, training, leadership, and organizational effectiveness.
Are you a generalist or a specialist?
Both. Rural Health Clinic compliance is my specialty. Beyond that, I bring broad rural health expertise across operations, strategy, workforce, evaluation, health IT, and training. I am a behavioral scientist with more than 10 years of direct rural health implementation experience.
Are you a clinician?
No. I am a behavioral scientist, rural health advisor, and Rural Health Clinic compliance specialist. I support the regulatory, operational, workflow, documentation, and organizational work surrounding clinical care delivery.
RHC Compliance and Advisory
What regulation governs Rural Health Clinic compliance?
The federal Conditions for Certification for Rural Health Clinics are codified at 42 C.F.R. § 491. State-level Medicaid requirements, state licensing rules, and local jurisdictional requirements may also apply depending on your state and ownership model.
Do you only work with Rural Health Clinics in Idaho?
No. I work with Rural Health Clinics nationally. Most engagements are remote, with travel available when in-person support is the right fit.
Can you help us prepare for our biennial review?
Yes. Biennial review support is one of the core services. I can help you prepare in advance, walk the review with you, and translate the findings into operational improvement.
We just received a deficiency citation. Can you help?
Yes. Deficiency response and corrective action is one of the core services. The earlier you bring me in, the more options we have.
Do you work with Rural Health Clinics in development?
Yes. I support new Rural Health Clinics pursuing initial CMS certification with policy and procedure development, operational alignment, documentation infrastructure, and readiness work.

What services do you offer?
I offer advisory services, consulting, technical assistance, training, coaching, facilitation, and digital resources. Core service domains include RHC compliance and survey readiness, operations and workflow improvement, strategic planning, research and evaluation, workforce and organizational effectiveness, health IT and technology efficiency, documentation and accreditation support, and teaching and training.
Do you offer partner and organizational advisory services?
Yes. I work with State Offices of Rural Health, rural health networks, associations, government entities, and transformation programs that need rural health strategy, staff education, and technical assistance support. See the Partner Advisory page for more detail.
Do you provide billing and coding support?
No. I do not provide billing and coding services, EHR technical support, and I do not complete cost reports. I can support the strategy, workflow, readiness, documentation, and operational alignment surrounding those areas.
Do you offer webinars, masterclasses, and training?
Yes. I offer webinars, masterclasses, and workshops in both virtual and in-person formats. These can be scoped based on your audience, topic, format, and level of customization.
Can you provide technical assistance on behalf of another organization?
Yes. I can provide field-facing technical assistance, subject matter expertise, training, and implementation support on behalf of partner organizations as a subcontracted advisor, trainer, evaluator, or technical assistance resource.

I offer practical digital resources for rural health organizations, including toolkits, guides, white papers, templates, workbooks, manuals, and other working tools designed to support planning, implementation, training, operations, and decision-making.
Are some resources free?
Yes. Some resources are offered free, while others are paid. Each item is clearly marked so you can easily tell what is free and what is paid.
How is pricing set?
Each digital resource is priced individually based on depth, scope, and intended use. Some resources are quick-start tools. Others are more robust working resources designed to save significant time and provide deeper support.
Are there any hidden fees?
No. Radical transparency includes pricing. What you see is what you pay. No hidden fees. No surprise add-ons. No vague pricing games.
What happens after I purchase?
You will receive access to the digital file or files associated with that product. Delivery details are listed clearly on each item so you know what to expect.
What file types will I receive?
That depends on the resource. File types may include PDF, DOCX, XLSX, PPTX, or other downloadable formats. The file type is listed on each product page.
Can I share a resource with my team?
That depends on the license terms for that product. Some resources may be intended for single-user use, while others may allow broader internal organizational use. Licensing terms are stated clearly on each item or in the related terms section.
Do you offer refunds on digital products?
No. Because digital products are delivered electronically, all sales are final. Refunds are not offered except in cases of accidental double purchasing.
How do I know which resource is right for me?

Pricing and Scope
What is your hourly rate?
My standard hourly rate is $250 per hour. For individual projects expected to require 20 or more hours, I offer a 20 percent rate reduction applied to that project total.
Will I be nickel and dimed?
No. Agreed-upon scopes of work are clearly defined up front and strictly adhered to. If scope needs to change, that is handled by mutual agreement or as a separate project.

How are travel costs handled for in-person work?
For in-person work, travel expenses are reimbursed at actual cost, with the exception of meals, which are reimbursed at the current federal daily per diem rates, in addition to the hourly rate. Travel estimates can be provided in advance as a courtesy.

What makes Rural Health Advisory different?
I bring policy knowledge, operational knowledge, training experience, behavioral science, research rigor, AI-enabled workflow insight, and direct implementation experience on both the state and national technical assistance side of rural health work.
