I am a behavioral scientist and rural health strategist with more than 10 years of direct implementation experience. I bring behavioral science, research rigor, and operational discipline to the work. That matters when the real problem is not just the regulation on paper, but the workflow breakdown, the organizational friction, or the operational drag happening underneath it. I look at what is happening, why it is happening, and what will actually help in that specific setting. Root cause, not surface-level cleanup.

Rural Health Clinic compliance is my core specialty. Beyond that, I work across the full scope of what rural health organizations need - regulatory compliance and survey readiness, operational efficiency and workflow improvement, strategic planning and service line integration, program evaluation and data-informed decision-making, workforce retention and organizational effectiveness, health IT and workflow design, and teaching and leadership development.

Over the course of my career, I have served as both a state and national subject matter expert on the CMS-Certified Rural Health Clinic program, advised clinic leadership on compliance and corrective action, and directed technical assistance efforts serving all 50 State Offices of Rural Health. I have directly briefed and collaborated with CDC, HRSA, SAMHSA, and CMS, and I have delivered more than 250 invited technical assistance engagements and conference presentations on rural health operations, compliance, and policy. My work has included helping State Offices of Rural Health and rural health organizations strengthen access and care coordination for rural veterans. In 2025, I was recognized by the Idaho Rural Health Association as Rural Health Hero: Educator of the Year.

I am not a 30,000-foot-only advisor. I can do the strategy, but I can also get into the weeds, meet people where they are, and walk the work forward step by step. I am from rural, so this work is personal to me. I care about helping rural communities and rural health organizations solve hard problems with clarity, real support, and guidance that holds up in the real world. No jargon. No spin.   • Directed a national technical assistance program serving all 50 State Offices of Rural Health.
  • Briefed and collaborated with CDC, HRSA, SAMHSA, and CMS on rural health policy, program implementation, and regulatory alignment.
  • Delivered 250+ invited technical assistance engagements and national presentations on Medicaid and Medicare compliance, RHC operations, quality improvement, rural health policy, and implementation.
  • Managed federal and state program work, including approximately $1.6 million in budgets, 80 to 95 contracts and subgrants annually.
  • Designed and facilitated stakeholder interviews, focus groups, surveys, and analytical reporting to assess program effectiveness and identify emerging needs.
  • Advised AI-enabled rural health workflow and usability design, including workflow journey mapping, cognitive load reduction, and regulatory usability integration.
  • Recognized by the Idaho Rural Health Association as Rural Health Hero: Educator of the Year, 2025.
  • Served as a state subject matter expert on the CMS-Certified Rural Health Clinic program, advising clinic leadership on compliance, corrective action, and Medicaid and Medicare regulatory requirements.
